This toolkit provides detailed instructions on how to strengthen links between communities, local authorities, health service officials and other stakeholders to increase awareness and participation in maternal and newborn health programs in districts. In addition to tools for strengthening links in communities. It also provides recommendations on how the outreach can be linked at the district, zonal, state, and national levels. Moreover, the tool has been designed so that it can be adapted to the needs of a country, state, or district and is applicable to health policy departments, national and state health offices, implementing organizations, and local health centers.
