This monitoring guide and toolkit for HIV prevention, care and treatment programs was designed to provide support for site-level monitoring and individual tracking for “key populations” (female sex workers, high-risk men who have sex with men, transgender people, and people who inject drugs). This guide assists programs to establish monitoring systems that can be used by frontline workers, tools and forms for collecting and analysing data and guidance on how to establish a ‘data-use’ culture amongst various levels of program implementers and staff. This guide is designed for use by national governments as well as other funders or implementers of key population interventions, including the Global Fund, USAID/PEPFAR, World Bank and other donors interested in implementing a scaled program with key populations.
