It highlights the status of the most affected and high-risk populations such as sex workers, MSM, and people who inject drugs. While India has made considerable progress in slowing down the epidemic, many gaps and challenges continue to persist. The document points out several shortcomings in the response to HIV. These range from the lack of data on affected populations, policy gaps and gaps in implementation. This document is useful in program evaluation and monitoring, measuring impact and designing policy level monitoring systems.
