This report posits solutions to the abiding problem of providing low-cost health insurance to the urban poor. With low outreach of government health facilities, the urban poor have limited access to affordable outpatient medical care. Using the case of Rajasthan’s various public insurance schemes, this policy brief employs a design thinking approach to suggest innovations in product design, provider and aggregator networks, and structural and policy support required to make insurance effective and accessible. The findings in this document can be used by government and private insurance scheme providers to design effective low-cost health insurance.
