The global spread of COVID-19 has affected health as well as economic conditions of various countries, making it imperative to invest in clinical services and mount an effective public health response. The impact of the pandemic on the global economy also raises challenges for future health spending, with potential impacts on commitments to universal health coverage. This working paper outlines a broad research agenda to help countries deal with health financing challenges, and emerge from the pandemic with stronger health financing systems. This paper shines light on the need for a common agenda to enable a coordinated approach and maximize potential for cross-country comparative work.
