Confronting Inequalities - HIV/AIDS and Pandemic Responses

People living with HIV are more vulnerable to COVID-19, and widening inequalities are preventing them from accessing both COVID-19 vaccines as well as HIV services. This report shines a light on how COVID-19 lockdowns and other restrictions badly disrupted HIV testing, leading to a steep drop in HIV diagnoses, referrals to care services and HIV treatment initiations in many countries. Inequalities do not occur naturally, but are often a result of policy and programmatic actions that divide rather than include. New analysis included in the report shows a positive correlation between better HIV outcomes and the adoption of laws that advance non-discrimination.  This analysis can be useful for policymakers to realign policies to ensure adoption of a more balanced approach.
