This policy brief outlines what community based health insurance (CBHI) is and its importance to universal health coverage. It explores how CBHI fits into health financing policy and its key characteristics and effects on progress towards UHC. It reviews experience of some countries in transforming their CBHI models into national schemes and incorporating conducive institutional design features in health financing. The policy brief also provides evidence of CBHI based on theory and practice to demonstrate their impact on population coverage, health services utilisation and financial protection. It can be used by policy makers while designing strategies towards UHC.
