The Covid-19 pandemic has had an unprecedented impact on India's people, economy, and systems. At the same time, this impact varies across regions and communities, due to the specific epidemiology of the disease, the underlying systemic weaknesses, and inequitable healthcare access across the country. This analysis measures the potential vulnerability of different districts in India, using an index composed of indicators representing health system readiness. The paper thus provides a district-level map for decision-makers to consult while deploying resources and personnel for the Covid-19 response.
