Even in the midst of a global pandemic, countries can, and should, make progress towards universal health coverage (UHC), under which everyone accesses the quality health services they need without suffering financial hardship. Preliminary evidence from South Asia indicates that UHC performance and, in particular, levels of public health spending and how resources are allocated are important factors in determining the effectiveness of a country’s COVID-19 response. Reflecting on how South Asian health systems have responded to the COVID-19 pandemic, this report highlights 10 key policy lessons concerning the need to integrate public health services within PHC-led, publicly financed UHC reforms.
