This Costing Tool Guide (CTG) helps countries set appropriate costing and resource planning tools to successfully perform health actions. It has been developed by leading international agencies after reviewing 13 costing tools relevant to health. The Guide provides a background to the costing tools reviews, as well as outcomes of a technical consultation with users and the tool developers. The Guide also provides descriptions, links to the tools, manuals, and technical documentation. Early surveys for the CTG suggest that the highest users were NGOs (28%), academics (22%), and national governments (19%) for a national or district-level plan. This tool can aid the design and implementation of health programs at the local and national levels.
